The Irish International Immigrant Center recommends that you do not attempt to travel with a passport which has been altered in any way. If you have such a passport, you are advised to contact the Consulate General of Ireland at 617-267-9330, who will assist you. Laminate paper on passports is easily detectable by airport security, and if you attempt to remove the laminate you will damage to the document. Falsifying or altering a passport is a criminal offence, and in the US it is a federal offence, punishable by a fine, imprisonment, and/or refusal of future entry to America.
